February 1, 2023 Update: The authorities of Hong Kong extended the deadline to apply for a smart identity card to March 3, 2023. Previously, eligible individuals had until February 11, 2023, to apply for the smart card. According to the update, qualified applicants include permanent residents and non-permanent residents employed in Hong Kong.
Eligible individuals currently residing outside of Hong Kong must apply for an identity card replacement at a Registration of Persons Office within 30 days of arrival in Hong Kong. For further information, check here.

Overview
The authorities of Hong Kong announced new smart identity cards for nationals of Hong Kong born in 1996, 1997, 1998, 1999, and 2000. Citizens must apply for the new smart identity card at a smart identity card replacement center from October 7, 2022, to December 10, 2022.
According to the announcement, the authorities intend to make the smart identity card a requirement for all Hong Kong residents, permanent residents, and non-permanent residents who are permitted to take up employment, make investments, reside, or study in the city.
