Portugal has significantly expanded its Citizen Spaces (Espaços Cidadão) program to better support Portuguese citizens residing overseas. As of July 2025, the initiative now includes nine additional consular locations: Berlin, Boston, Geneva, Luanda, Luxembourg, Madrid, Rio de Janeiro, Toronto, and Zurich. These join previously launched Citizen Spaces in London, Paris, and São Paulo, bringing the total number of operational international locations to 12.

Citizen Spaces are designed as integrated service points within Portuguese consulates, allowing nationals abroad to conveniently access a wide array of public services. These services include:

  • Working Conditions Authority (ACT): Advising on labor rights and workplace disputes
  • National Pensions Center: Facilitating pension inquiries and applications
  • Citizen Card and Digital Mobile Key: Activating electronic identification and renewing official documents
  • Social Security and Tax Authority: Managing social security contributions and resolving tax-related issues
  • Employment and Vocational Training Institute (IEFP): Providing career support and vocational training resources

This expansion reflects the Portuguese government’s commitment to improving administrative efficiency and accessibility for its citizens worldwide. Citizen Spaces aim to reduce the need for travel between multiple offices and streamline interactions with various public agencies.
