Overview
Effective July 29, 2025, Canada will include visa refusal decision notes directly with refusal letters for several types of immigration applications. This change enhances transparency by providing applicants with written reasoning from the visa officer who made the determination.
The initiative initially applies to decisions involving Temporary Resident Visas (TRVs), visitor records, and study or work permits, including permit extensions. These notes are designed to help applicants understand the outcome of their case without needing to file separate information requests through the Global Case Management System (GCMS) or the Access to Information and Privacy (ATIP) process.
The update does not apply to refusals issued through the Immigration, Refugees and Citizenship Canada (IRCC) Portal, and certain portions of the decision notes may be redacted for privacy or national security reasons. Nonetheless, the added clarity is expected to enhance the applicant experience and facilitate faster reapplication when appropriate.
