On May 15, 2024, the government of Israel introduced plans to address labor shortages throughout the country, specifically within the construction sector. Up to 3.3% of the population (about 330,000 people) can now be foreign workers, up from 130,000, including healthcare aid. Employment across all sectors will require permits, with quotas based on Central Bureau of Statistics data as of January 1 each year. This increase follows insufficient special quotas and allows foreign workers outside bilateral agreements. A new committee of CEOs will streamline regulations, expedite decisions, allocate foreign workers, and reduce fees. A new regulatory regime will also ensure foreign workers’ rights and safe working conditions.

These measures are part of a broader strategy to boost economic growth and address critical labor shortages in essential sectors. By expanding the pool of eligible foreign workers and improving regulatory frameworks, the government aims to enhance productivity and support the country’s development goals while ensuring fair treatment and protection for all workers involved.
