Key Points

  • South Korea launched an e-Arrival Card system for foreign nationals on February 24, 2025.
  • The system allows short-term visitors to submit entry declaration forms online.
  • Both digital and paper submissions are accepted during the 2025 transition.

Overview

Beginning February 24, 2025, the Republic of Korea introduced its new e-Arrival Card system, allowing eligible foreign nationals to complete and submit their entry declaration forms online. The system applies to those entering for short-term stays of 90 days or fewer and long-term visitors who do not hold registered residency in Korea.

The digital platform enables travelers to submit forms via a computer or smartphone starting three days before arrival. This move is intended to streamline immigration procedures and reduce congestion at ports of entry. Travelers can also choose to submit declarations individually or as part of a group.

Several categories are exempt from the requirement, including Korean nationals, holders of valid K-ETA authorizations, registered foreign residents, airline crew, and travelers on group visas. To ease the transition, South Korean immigration authorities will continue to accept paper declaration forms alongside electronic submissions throughout 2025.

Looking Ahead

Employers and mobility teams should notify foreign national employees and business travelers of the new e-Arrival Card requirement when entering South Korea. Although both paper and digital options were accepted in 2025, future policy updates may move toward full digitization. Monitoring announcements from the Korea Immigration Service will be necessary to ensure compliance and smooth travel experiences.
