Overview
On June 10, 2025, the US Department of State (DOS) released the June 2025 Visa Bulletin, confirming that US Citizenship and Immigration Services (USCIS) will continue to use the Final Action Dates chart for employment-based adjustment of status filings. For June, modest movement is seen in the EB-2 and EB-3 categories, while EB-1 dates remain unchanged.
EB-1
Under EB-1, India continues to hold on February 15, 2022, and China remains on November 8, 2022. All other chargeability areas are current.
EB-2
In EB-2, India remains static at January 1, 2013, while China advances two months to December 1, 2020. Other countries in EB-2 move forward by nearly four months to October 15, 2023.
EB-3
EB-3 Professionals and Skilled Workers also see minimal movement. India remains at April 15, 2013, China advances by about three weeks to November 22, 2020, and all other countries progress by approximately five weeks to February 8, 2023.
Foreign nationals seeking permanent residence based on employment must ensure their priority dates are earlier than the listed Final Action Dates to be eligible to file for adjustment of status with USCIS.
Looking Ahead
While the June bulletin brings some forward movement, particularly for EB-2 and EB-3 applicants from China and other non-backlogged countries, substantial delays continue for India across employment-based categories. Employers and foreign nationals should continue to monitor future Visa Bulletins and coordinate with immigration counsel to develop long-term strategies based on trends in priority dates. Continued progress will depend on overall visa demand, annual limits, and per-country caps.
